VERSA partnered with the City of Port Phillip under a 10-year agreement to lead one of Victoria’s most ambitious council-wide digital transformations.

Through the delivery of eight new websites built on a centralised system, we helped the council achieve the number-one ranking for online satisfaction in Victoria.

With customer expectations rising and systems ageing, the council needed a scalable, unified ecosystem that could deliver cohesive and consistent experiences.

Over half of users reported difficulty finding information, while disjointed experiences and legacy platforms slowed service efficiency and hampered satisfaction.
How might we deliver eight new websites without compromising on human-centred design?

A comprehensive strategy.

Our engagement began with a detailed current-state review and a series of collaborative workshops with internal teams and key stakeholders.

We developed a delivery and rollout strategy supported by human-centred and sprint-based methodologies, ensuring focus and efficiency across each solution.

Atomic Design Methodology.

To ensure each solution met user expectations, we facilitated extensive community testing, engaging residents, business owners, and council staff.

Our Experience Team adopted an Atomic methodology, designing reusable, user-validated components that could be used across the entire website ecosystem.

Build once, deploy everywhere.

We implemented a central CMS and front-end library to streamline maintenance, enable efficient content management, and future-proof the site infrastructure.

This scalable architecture ensured that each new site launch required only incremental configuration by repurposing components across the atomic library.

Digital transformation on time and on budget.

The new digital ecosystem unified eight independent sites into one resident-centred experience, setting a new benchmark for Victorian councils.
